Development and Delivery of the National Highway Institute's Transportation Planning and Environment Training
Added: Jan 08, 2015 12:40 pm This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Part 5.203 which prescribes a mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition. The solicitation will be in support of the FHWA Office of Technical Services' (OTS) National Highway Institute (NHI) for the development, update, and delivery of training courses in the subject areas of Transportation Planning and Environment.The National Highway Institute is the training and education arm of the Federal Highway Administration; and as such, plays a vital role in the FHWA's overall effort to provide training in new and evolving highway related technologies. The NHI website (www.nhi.fhwa.dot.gov/) provides a listing of current training courses in the Transportation Planning and Environment program areas, as well as information on resources, training philosophy, instructor standards, and the NHI Style Guide. Transportation Planning: The public is the primary beneficiary of the nation's intermodal transportation system built to serve public mobility and productivity. Transportation decisions need to be made in an environmentally sensitive way, using a comprehensive planning process that involves the public and considers land use, development, safety, and security. Transportation planners undertake a comprehensive analysis and evaluation of the potential impact of transportation plans and programs while addressing the aspirations and concerns of the society served by these plans and programs. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.As a result of this solicitation, the FHWA intends to award multiple ID/IQ Contracts under which firm-fixed price Task Orders will be issued. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 611430 with a size standard of $11 Million.This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in February 2015.
