About this award
This is a $290,630.16 time and materials delivery order awarded by the Federal Aviation Administration (FAA) to Metron Aviation Inc., a subsidiary of Airbus, to assist the FAA's Systems Analysis & Modeling Division (ANG-B72) with the selection, evaluation, and application of aircraft performance models for fuel burn estimation. The task order supports the FAA's assessment of NextGen airspace capability improvements by investigating changes in flight times, distances, and altitude profiles, which can have mixed performance impacts requiring fuel estimation to determine overall benefits. Metron Aviation will evaluate various fuel consumption models, validate the models against empirical data, and recommend the most suitable model to support a wide range of operational assessments across the National Airspace System in a consistent and reliable manner. This task order is not associated with a set-aside contract.
Description
The scope of this task order includes assisting the systems analysis & modeling division (ANG-B72) with the selection, evaluation and application of aircraft performance models for fuel burn estimation. ANG-B72 conducts operational performance analyses of nextgen capabilities, such as the metroplex improvements, by investigating changes in flown times, distances and altitude profiles. Frequently, performance impacts are mixed, and fuel estimation is necessary to determine overall impacts and benefits. For example, a flight may have a better vertical profile but a longer lateral path. Unfortunately, empirical data provided by A4A is incomplete and does not include break-down by phase of flight; therefore, fuel consumption modeling is necessary for completing impact and benefit assessments. We require an accurate fuel burn model which can accept four-dimensional trajectory points along with a wind field. Several such models are available, and we require assistance with evaluating the pros and cons of using these models for performance analyses of various operational improvements across the NAS, and determining the best model to support a wide range of assessments in a consistent and reliable manner. All of the findings and recommendations will be presented in a report, including: 'a description of the examined fuel consumption models, including capabilities, assumptions, parameters, inputs and outputs. 'an evaluation of the ability of each of these models to provide for a comprehensive performance assessment of a wide range of operational improvements across the NAS. 'test outcomes and findings, including descriptions of the test-scenarios, assumptions, parameters, input and output data and files. 'validation outcomes and findings, based on the empirical fuel data provided by A4A. 'detailed description of the proposed model to support a wide range of assessments in a consistent and reliable manner. 'recommendations for a follow-on effort.
