Added: Nov 08, 2011 9:42 am The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision Parenting Program services to include academic, visiting room, and outreach programs for inmates at the Department of Justice, Federal Bureau of Prisons, United States Penitentiary (USP) and Federal Prison Camp (FPC), Lewisburg, Pennsylvania. A Performance Based firm-fixed price indefinite delivery/requirements type contract will result from this solicitation. The contractor shall be responsible for, but not limited to structure programs which provide an opportunity for inmate parents, visiting spouses or custodial parents and children to interact in ways designated to strengthen family relationships. The contractor shall provide structured parenting education courses to inmates and parents and, when feasible, to visiting spouses of custodial parents. The North American Industry Classification System (NAICS) Code is 624190 (Size Standard: $7 million.) All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. These services will not exceed 30 hours per week and normally consists of 18, one (1) hour sessions per week, Monday tough Friday (except Federal holidays), normally between the hours of 7:30 am and 8:00 pm, with a thirty to sixty minute unpaid lunch period, (if applicable). A typical schedule of days and hours is as follow: Tuesday and Thursday, 7:30 am to 3:00 pm (FPC -am and USP -pm), 6:00 pm to 8:00 pm (FPC); Wednesday, 7:30am to 3:00pm, FPC. At a minimum, the contractor must have classroom testing experience and experience in providing social services. The Contractor's staff must possess a Bachelor's Degree in the studies of either education or social work. The Contractor must also be able to demonstrate a minimum of 3 years of experience in providing Parenting, Family Literacy or social work. All personnel performing services under this contractual agreement shall have the ability to read, understand, fluently speak, and legibly write the English language. Bilingual oral communication skills in Spanish are preferred, along with correctional experience being desirable, but they are not required. Quoters must specifically identify the individual(s) that will be performing these services under any subsequent contract award. The quoter must provide proof that their candidate's meets all qualifications, along with having their candidates complete a letter of intent (Attachment IV). The Government also reserves the right to contact the individual(s). The candidate's name and qualifications must be submitted at the time the quote is submitted. All Contractors must submit with their quote a resume, photocopies of documents evidencing education and training, and the letter of intent. The solicitation will be available on/about on November 8, 2011 and will be distributed solely tough this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed tough the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about December 15, 2011; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
