The types of work required include but are not limited to concrete, grading and other site work required to expand or upgrade existing substations. This will be a firm-fixed priced Indefinite Delivery - Indefinite Quantity (IDIQ) contract. The resultant contract(s) will have a 36-month base period. The minimum guarantee is $50,000 per contract. The contract ceiling is $9 million. Task orders awarded under the resultant contract(s) will vary in size and complexity. This is a Competitive 8(a) procurement restricted to qualified/eligible 8(a) firms. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238110 with a small business size standard of $14.0 Million.It is anticipated that a multiple-award contract (up to tee awards) will result from the solicitation. The successful contractor(s) will be selected using Performance-Price Tradeoff procedures. The purpose of this sources sought notice is to determine the interest and feasibility of processing the solicitation as an 8(a) small business set-aside. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the Government pay for information solicited. The information obtained from this notice will help the Department of Energy (DOE) plan their acquisition strategy.PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL AND NO SOLICITATION EXISTS AT THIS TIME.The Department of Energy, Western Area Power Administration, Upper Great Plains Region is conducting a market survey to determine the availability and technical capability of qualified 8(a) small business concerns capable of providing construction services for locations within the Upper Great Plains Region which consists of North Dakota, South Dakota, Montana, Iowa, Nebraska, Minnesota and Wyoming. Work required will consist of but not limited to concrete, grading and other site work in order to upgrade and expand numerous substations.All responding 8(a) small business firms are requested to provide a capability statement demonstrating their experience, skills and capability of fulfilling the Government's requirement for the above. Capability statements shall include technical experience relevant to the requirement and list up to tee projects that are similar in nature, scope and level of complexity of the Government's requirements listed above and the customers (Government and Non-Government) for which your company performed the work within the past 5 years.A determination by the Government to proceed with the acquisition as an 8(a) set-aside is within the discretion of the Government and will be made based on the number of responses that are received from respondents that meet the technical capability required for providing the construction services identified above.Only electronic copies of capability statements will be accepted and should be e-mailed to Kostel@wapa.gov.
