Up to seven contracts may be awarded. This is a total small business set-aside, with two contracts set-aside for HUBZone small businesses. Bonding requirement is $500,000.00. Contract performance period is five years. Attached is a draft solicitation for industry review and comment. Comments should be submitted by April 9, 2014.The Forest Service intends to post a pre-solicitation notice for 15 days, followed by release of the final solicitation. Added: May 12, 2014 11:47 am The Olympic National Forest intends to acquire by contract road decommissioning utlizing a multiple award, task order contract (MATOC). Five to seven contracts may be awarded. Maximum contract amount is $10,000,000 for all awarded contracts combined. The minimum guarantee is $2,000 for each contract. This is a total small business set-aside, with two contracts set-aside for HUBZone small businesses. Minimum bonding requirement is $500,000.00.Contract performance period is five years from date of award.The Forest Service will proceed to issue a Request for Proposal (RFP) including Task Order No. 001. Offerors shall submit an offer for the task order. Offerors will be evaluated on: price and risk. Risk will be evaluated on the basis of the offeror's: experience; past performance; managers, key personnel and subcontractors; use of bio-preferred prducts; price realism; and Level of Confidence Assessment Rating (LOCAR). The "risk" factors combined are of greater importance than "price". Awards will be made to the offerors who are the "best value" to the Forest Service.Task orders will be for service or construction work. Construction task orders greater than $30,000, but less than or equal to $150,000, shall have payment protection in the form of a payment bond or irrevocable letter of credit. Construction task orders greater than $150,000 shall have a bid bond, performance bond, and payment bond. Solicitation will be posted on, or about, MAY 27, 2014.Offeror shall be registered in the System for Award Management (SAMS) prior to award.
