The performance-based indefinite-delivery, indefinite-quantity (IDIQ) contract, valued at a maximum of $96.3 million, requires Akima Global Logistics to provide logistics services supporting the operations of the Marshall Space Flight Center, including management, disposal, equipment management, supply chain management, and transportation services.

The National Aeronautics and Space Administration (NASA) Draft Request for Proposal (DRFP) for the MSFC Logistics Support Services II (MLSS II) acquisition has been released.
This DRFP is issued as an acquisition-planning instrument and a means of soliciting industry comments for use in developing a final Request for Proposal (RFP). This DRFP is not a solicitation and NASA is not requesting proposals. The issuance of this DRFP does not commit NASA to pay any proposal preparation costs, or obligate NASA to procure or contract for these services, nor should it be construed as authorization to proceed with, or be paid for any charges incurred by, performing any of the work described herein.
Interested parties are invited to comment on all aspects of the DRFP, including the requirements, schedules, proposal instructions, evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Interested parties are also encouraged to comment on the Contract Line Item Number (CLIN) structure, any unique terms and conditions or clauses.
The principal purpose of the MLSS II requirement is to provide logistics support services. Logistics support services cover the areas of management, disposal operations, equipment management, life cycle logistics and supply chain management, mail management, supply and materials management operations, transportation management, and other specialty services.
This competitive acquisition will be a total 8(a) set aside and will result in an indefinite delivery, indefinite quantity (IDIQ) contract with the ability to issue firm-fixed price (FFP) and time-and-materials (T&M) task orders. The draft solicitation specifies a potential eight-year period of performance. However, this period could be reduced to five years when the final solicitation is released, dependent upon Agency needs at that time. The North American Industry Classification System (NAICS) code for this acquisition is 561210, Facilities Support Services, and the small business size standard is $41.5M.
The cognizant contracting office responsible for this procurement is Marshall Space Flight Center (MSFC). Interested parties are requested to review the DRFP and submit written comments and questions via email to the Contracting Officer, as specified in Section L, MSFC 52.205-90, Designated Point of Contact, by 5:00 p.m. (Central Time) on May 5, 2023. Responses to comments or questions, which will be considered in formulation of the final RFP, will be at the discretion of the Government.
A virtual industry day briefing has been scheduled for 9:00 a.m. Central Time on April 26, 2023, in accordance with Section L, MSFC 52.210-91, Virtual Industry Day Meeting. Interested parties are requested to register for the briefing no later than 9:00 a.m. Central Time on April 25, 2023, via email to the Contracting Officer, as specified in MSFC 52.205-90, Designated Point of Contact.
It is each interested party/potential offeror's responsibility to monitor sam.gov for release of the final RFP and any amendments. Potential offerors will be responsible for downloading their own copy of the solicitation in its entirety.

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.
This notice is issued by the NASA/Marshall Space Flight Center (MSFC) to provide Attachment 1, Summarized Performance Work Statement (PWS) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.
NASA/Marshall Space Flight Center (MSFC) is hereby soliciting information from potential sources for MSFC Logistics Support Services II (MLSS II).
It is anticipated that North American Industry Classification System (NAICS) Code 561210, Facilities Support Services, will be utilized for this procurement.
It is anticipated any resulting solicitation will include an eight (8) year period of performance and performance will take place at MSFC located in Huntsville, Alabama, and may also be provided for Michoud Assembly Facility (MAF) located in New Orleans, Louisiana.
The preliminary requirements for the proposed procurement are outlined in Attachment 1, Summarized Performance Work Statement (PWS).
Interested firms should submit a capability statement of no more than 4 pages indicating the ability to perform all aspects of the effort. The capabilities statement must include, at a minimum:

Not more than 2 pages discussing the following:
Identification of effective innovative approaches and best practices implemented by your firm on similar projects to those outlined in Attachment 1 that may provide efficiencies for the MSFC logistics program moving forward.
Interested parties shall also provide a completed copy of Attachment 2, Market Research Questionnaire,and Attachment 3, Capabiliy Matrix, in your response.
The Government is also determining the suitability of a General Services Administration (GSA) Federal Supply Schedule solution to this requirement. Interested firms should provide information on any GSA schedule(s) that they currently have in their response to Attachment 2, Market Research Questionnaire.
NASA MSFC will not publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected by law and regulations, information identified by a respondent as proprietary will be kept confidential.
This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not response to questions/concerns submitted. The Government will use the information provided to help finalize the requirement as necessary.
