Liquid Helium for Kennedy Space Center (KSC)
The National Aeronautics and Space Administration Kennedy Space Center published a Limited/Sole Source Justification Notice to extend the incumbent Air Products and Chemicals, Inc.'s contract for the continued delivery of bulk liquid helium and lease of proprietary pumps to convert and distribute the helium through a pipeline system utilized by various Kennedy Space Center and Cape Canaveral Space Force Station facilities from October 1, 2022 through November 30, 2022, with an additional one-month option period through November 31, 2022, while a new contract is awarded, due to Air Products and Chemicals, Inc. being the only responsible source able to meet the agency's requirements for this specialized supply.

This Special Notice from the National Aeronautics and Space Administration Kennedy Space Center Office of Procurement concerns the intent to extend the period of performance of contract 80KSC019D0032 with Air Products and Chemicals, Inc. The current contract provides liquid helium required at KSC and is scheduled to conclude on September 30, 2022.
The Special Notice proposes extending the period of performance of the existing contract from September 30, 2022 to December 31, 2022. As there is only one responsible source for the needed liquid helium, the extension is justified under the authority of the Federal Acquisition Regulation and United States Code allowing other than full and open competition in such circumstances. This Notice of Intent is published for informational purposes only and does not constitute a request for competitive proposals. The determination on whether to compete this requirement based on responses received is solely at the Government's discretion. No costs incurred in responding will be reimbursed.
