Original Posting: March 16, 2023 NASA Glenn Research Center hereby issues a Request for Proposal for the SpaceDOC III requirement. The principal purpose of this requirement is to deliver technology development hardware and software, space flight hardware and software, ground support equipment, spares, operational support and research data. As such, the contractor shall be responsible for the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments and demonstrations. This Limited/Sole Source Justification Notice is from the National Aeronautics and Space Administration Glenn Research Center to extend the current Safety & Mission Assurance, Audits, and Assessments II contract held by KBR Wyle Services, LLC for safety and mission assurance services supporting the NASA Safety Center. These services include audits, assessments, analysis, engineering, quality assurance, and information systems support. The sole source extension for up to 12 months from January 2024 to December 2024 is necessary to allow for completion of the full and open competition for the follow-on Safety & Mission Assurance, Audits, Assessments and Analysis contract, which is still undergoing corrective action after a protest was filed in response to the initial award. The current contract held by KBR Wyle Services, LLC was extended for an unknown value with an award date of December 20, 2022.

Sources Sought Notice 80GRC022R0016 – Space Flight Systems Development and Operations Contract III (SpaceDOC III) NASA Glenn Research Center (GRC) is hereby soliciting information about potential sources for the Space Flight Systems Development and Operations Contract III (SpaceDOC III) procurement. The National Aeronautics and Space Administration (NASA) Glenn Research Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Space Flight Systems Development and Operations Contract III (SpaceDOC III) procurement. The Government reserves the right to issue any upcoming solicitation as a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. As such, the contractor shall be responsible for the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments, supporting NASA space flight missions under the Science Mission Directorate (SMD), Space Technology Mission Directorate (STMD), and the Human and Exploration Mission Directorate (HEOMD). The North American Industry Classification System (NAICS) code for this procurement is 541715 - for businesses operating in the engineering research and development sector (except for nanotechnology and biotechnology) with a standard business size of 1,000 employees. A copy of the Draft Statement of Work (SOW) is attached. Interested parties shall submit a capability statement indicating the ability to perform all aspects of the effort described herein. Responses shall be limited to no more than 10 pages. These pages shall consist of the following: 1. GENERAL INFORMATION: Briefly describe your company and the types of services performed.
