About this award
The Federal Railroad Administration issued a delivery order to Sharma & Associates Inc. on September 27, 2018, with a ceiling value of $607,860.69, under the Research Development Test and Evaluation IDIQ for refinement of a prototype safety risk model.
The safety risk model characterizes identified railroad hazards in terms of frequency and consequence, with frequency metrics derived from national railroad operational attributes such as annual train miles and consequences expressed in fatalities, injuries, evacuee numbers, and property damage. Risk is calculated as the product of frequency and consequence for each hazard, allowing ranking of individual hazards and identification of where research and development investments may have greatest influence on improving safety. Place of performance is Hinsdale, Illinois. The order is priced on a cost-plus-fixed-fee basis with ultimate completion on June 26, 2026. Sharma & Associates Inc. is a minority-owned, small disadvantaged business.
Description
FRA r & d seeks to further refine this prototype safety risk model. In the current model identified hazards have been characterized in terms of frequency and consequence. Frequency metrics are derived from national railroad operational attributes (such as annual train miles, for example). Hazard consequences are expressed in terms of fatalities, injuries, numbers of evacuees (in the case of hazardous materials events) and property damage. Risk, defined as the product of frequency and consequence for a given hazard, is obtained directly. The SRM will permit ranking of individual hazards and provide an indication of where r & d project investments may have greatest influence on improving safety.
