GSLDS Program Monitoring and Evaluation Support Services
The Centers for Disease Control and Prevention intends to award a sole-source firm fixed price purchase order to Peraton Inc. for program monitoring and evaluation support services for GSLDS (Global Surveillance, Laboratory, and Data Systems) programs and operations, with responses due by noon September 17, 2026. This is a FAR 13.101(b) noncompetitive procurement; however, the government will consider all quotations and responses received within three days of notice issuance and retains sole discretion to conduct competitive procurement based on responses received.
The contractor shall provide subject matter expertise, analytic support, and technical assistance across 18 core monitoring and evaluation tasks supporting prevention, detection, and response capabilities associated with global health security programs. Deliverables include monthly in-person or virtual meetings, trip reports following travel events, and monthly progress reports to the Contracting Officer's Representative. The contractor anticipates one to four non-conference trips per year, each generally lasting one week or less and requiring advance government approval.
All contractor personnel require Tier 1 background investigations and HSPD-12 compliance. The work involves moderate-risk government information with no PII or Controlled Unclassified Information. Mandatory training includes HHS/CDC Information Security Awareness, Privacy, Records Management, and role-based training, with annual recertification required. The contractor must meet extensive information security, privacy, encryption (FIPS 140-2 validated), and incident response standards, including breach reporting within one hour of discovery.
