Power Washing and Window Cleaning – National Institute for Occupational Safety and Health (NIOSH) Morgantown, West Virginia
The Department of Health and Human Services Office of the Assistant Secretary for Administration is conducting market research for power washing and window cleaning services at the CDC/NIOSH Morgantown, West Virginia campus, with responses due by June 24, 2026. This is a Sources Sought notice (Solicitation 7571PS26Q00002) for information gathering purposes only and does not constitute a commitment to award a contract.
Work is classified under NAICS 561210 (Facilities Support Services) with small business size standard and PSC Z1AZ. The requirement covers professional pressure washing and window cleaning for Buildings H and L, including exterior building surfaces, curtain wall systems, storefront glass, entry doors, canopies, and skylights, as well as interior window and glass cleaning. The contractor must remove dirt, dust, fingerprints, water spots, and environmental buildup to achieve streak-free and spot-free results while avoiding damage to glass coatings and seals.
The contractor must provide all labor, supervision, equipment, tools, cleaning materials, transportation, and safety equipment. Compliance with OSHA regulations and fall protection requirements is mandatory, including submission of a Safety Plan and Job Hazard Analysis for government review. The contractor must maintain current general liability and workers compensation insurance, properly manage wastewater disposal per local environmental regulations, protect landscaping and adjacent surfaces, and repair any damage at no cost to the government. All contractor employees are subject to background checks. If existing anchor points are used for elevated access work, those points must be tested with documentation provided to the government.
