The task order, awarded on April 11, 2023, runs through April 10, 2026, and involves updating and maintaining legacy COBOL code in response to legislative changes and mandates such as the Inflation Reduction Act. The work is performed in Washington, D.C., and represents a critical modernization effort for the IRS's submission processing systems. No set-aside designation was applied to this award. SAIC, a large systems integration and professional services contractor headquartered in Reston, Virginia, brings extensive experience in federal IT modernization and legacy system modernization across defense and civilian agencies.
SAIC has engaged multiple specialized subcontractors to support the COBOL development and Unisys system conversion work. Defense Technology Integration LLC, an economically disadvantaged women-owned small business certified under the SBA 8(a) program, provided technical support for converting code from the Unisys SQUA system to Unisys CMPLUS beginning in May 2023. Insight Global, LLC joined the effort in February 2025 to provide technical support services for updating COBOL code in response to legislative changes. Most recently, S2 Technovations Inc., a minority-owned SBA 8(a) certified small business, was brought on in May 2025 to provide engineering support for Unisys software and hardware design and development. These subcontractors collectively strengthen SAIC's capacity to deliver specialized technical expertise in legacy system modernization and COBOL development, critical capabilities for the IRS's ongoing submission processing platform enhancement.
