The Embassy of the United States of America invites you to submit a proposal for providing painting and painting related services in the Brussels metropolitan area. Your proposal must be submitted in a sealed envelope marked "Painting Services Proposal 19BE2020Q0006 Enclosed" to the U.S. Embassy, Regentlaan/Bd. Du Régent 27, 1000 Brussels on or before 1600 Hrs. on March 20, 2020. No proposal will be accepted after this time. In order for a proposal to be considered, you must also complete and submit the following: 1. SF-1449 2. Section 1, Pricing Schedule 3. Section 5, Representations and Certifications; 4. Additional information as required in Section 3. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors who have received a solicitation package are invited to attend. See Section 3 (ADDENDUM) of the attached Request for Quotations (RFQ) for more information. Direct any questions regarding this solicitation to Robert Bunnell, Contracting Officer, or Danny Coppens in the GSO/Procurement Office by letter or by e-mail (BrusselsBids@state.gov) during regular business hours. The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore prospective offerors are encouraged to register prior to the submittal of their proposal. Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Brussels will launch a solicitation for painting and painting related services on the beta.SAM.gov website when it is available. The anticipated performance period is for a base year, with four (4) one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
