Enterprise GPU Servers for Artificial Intelligence – Multiple-Award IDIQ
The Federal Bureau of Investigation seeks to establish two to four firm-fixed-price, indefinite-delivery/indefinite-quantity contracts for commercially available enterprise artificial intelligence hardware infrastructure, with proposals due August 17, 2026, at 3:00 p.m. Eastern Time. The procurement is unrestricted and carries a maximum aggregate value of $88,000,000 across all awarded contracts, with a $2,000 minimum guarantee per contract; the Government reserves the right to make a single award or a greater number based on best-value determination and may award by product category without obligation to award in every category.
The acquisition covers enterprise AI compute servers (estimated quantity four), rack-scale AI systems (estimated quantity two), pod-scale AI systems (estimated quantity one), AI inference servers and expansion hardware (estimated quantity ten), high-speed network interface cards and data processing units, OEM software and licenses, and OEM warranty and technical support. All products must be new, commercially available OEM equipment compatible with 19-inch racks, standard commercial data center environments, and Government-provided 110/220V power infrastructure, and capable of operating without Internet connectivity in secure, air-gapped Government facilities. All hardware requires a minimum three-year OEM warranty including hardware replacement, firmware updates, and technical support access. Delivery is FOB Destination to FBI CJIS Division facilities in Clarksburg, West Virginia, or alternate CONUS locations designated by the Government. The ordering period runs September 1, 2026 through August 31, 2027, with final delivery required by August 31, 2028.
NAICS is 334111, Electronic Computer Manufacturing, with small business size standard of 1,250 employees. PSC is 7B20. Amendment 0003, issued August 20, clarifies that Category III pod-scale server eligibility requires compliance with Category III requirements and CLIN 0010 control-plane capability but does not mandate the optional Gemini on-premises capability (CLIN 0009 and subCLINs 0009AA and 0009AB); Gemini capability will be separately evaluated and may be required in individual delivery orders. Evaluation employs best-value tradeoff methodology, prioritizing technical capability over price, with factors including technical compliance, OEM authorization, product availability, delivery capability, and past performance (Pass/Fail/Neutral). Questions were due July 31, 2026; Amendments 0001 and 0002 provided Government responses and revised solicitation documents including Equipment Requirements Specification (Attachment 1), IDIQ Pricing Schedule (Attachment 2), Technical Compliance Matrix (Attachment 4), and associated CLINs.
