The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas, is seeking a contractor to provide Advanced Occupational Education at the Federal Prison Camp (FPC) in Yankton, South Dakota. The program should be occupationally oriented and provide instruction that enables students to develop employment skills, with the contractor developing lesson objectives, plans, and preparing a viable course curriculum leading to certificates and Associate degrees in Accounting, Business, and Horticulture. The contract is expected to be awarded in August 2023, with an anticipated effective date of October 1, 2023, and will include a base year period through September 30, 2024, with four additional calendar year option periods.
Services to be provided by the contractor:
Development of lesson objectives and plans for the Advanced Occupational Education Program.
Preparation of a viable course curriculum leading to certificates and Associate degrees in Accounting, Business, and Horticulture.
Provision of instruction that enables students to develop employment skills.
Provision of consulting services to assist the Contract Officer Representative (COR) with the program.
Acceptance of all credit hours that the inmate students have earned since the inception of the advanced occupational education program in January 1989 and apply said credits toward an associate’s degree or certificate program.

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a future requirement for Advanced Occupational Education for inmates at the Federal Prison Camp (FPC) located in Yankton, South Dakota. The NAICS Code is 611210 (Size Standard: $32.5 million). All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractor will provide services in accordance with the Statement of Work. The contract must be between FPC and a post-secondary institution, vocational training school or industry-based school. Typically, the contractor will provide services Monday tough Friday, for 8 hours daily, between 7:30 am and 4:00 pm, excluding Federal holidays; other days/hours may be implemented if necessary to meet program requirements and these days/hours may be adjusted to meet the needs of the institution. Any breaks in service, including lunch breaks, will be unpaid. (Specific dates for the classes will be determined by the Supervisor of Education and the contractor). Estimated annual sessions are approximately 1150 sessions per 12-month period for the program. The sessions are on a requirements basis; therefore, schedule and sessions can change. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary.
