The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B41419Q00000001 for the provision of Dialysis Needles & Blood Tubing Supplies. The supplies will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the United States Medical Center for Federal Prisoners (USMCFP), Springfield, MO. The physical address is USMCFP Springfield, 1900 West Sunshine Street, Springfield, MO 65807-2240. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the best value to the Government based on Price, Past Performance and Technical. Technical will be evaluated based on conformance to the requirements in the solicitation, delivery timeframes for both regular and emergency shipments and/or any other reasonable basis. The Bureau of Prisons requires Medisystems Hemodialysis Stream Line Blood Tubing and Arterial/Venous Fistula Needle set with Masterguard Anti-Stick Needle Protector 15 gauge x 1" for the Dialysis Department at the U.S. Medical Center for Federal Prisoners (USMCFP) located in Springfield, Missouri. Due to the care level of USMCFP, hemodialysis is ran six days a week for 12 hours each day for conic and/or acute renal failure patients. This is an existing requirement and provides the compatibility and safety measures required that is critical to patient care and staff safety in the Dialysis Unit. USMCFP currently has 56 Fresenius 2008T with Acetic Acid/Vinegar Jug hemodialysis machines in the Dialysis Unit. The requested blood tubing is specifically calibrated to our transonic machine, which is calibrated to the tubing diameter and to each dialysis machine. The requested needles are required to provide safety measures from accidental needle sticks for the Dialysis staff. The specific safety features of this needle are covered by one or more of the following patents: 5112311; 5266072; 5433703; 5562637; 5704924; and 5951529. Specifically, the Masterguard finger shield feature allows for the nurses finger which is moving the shield to be up and out of the way of direct contact with the needle and skin surface of the inmate while sliding the shield into place over the needle. Additionally, this safety feature still allows complete visualization of the needle and site while being either placed or removed with the other hand. This safety feature is unique to the Medisystems brand. There are 56 dialysis machines. Dialysis runs six days a week, 12 hours a day. Procuring any other type of dialysis tubing would require recalibration of all machines resulting in significant down time and delay in medical treatment. Failure to purchase a fistula needle that has this specific safety mechanism historically proven to be safe would be detrimental to staff. Failure to procure the above items would affect patient care, staff safety and the orderly running of the institution. The use of the Medisystems brand for blood tubing and fistula needles is essential to the Government's requirements for the above reasons, thereby precluding consideration of a product manufactured by another company. The supplies will be delivered during the base year from October 1, 2019 to September 30, 2020 along with four 12-month option years. The solicitation will be available on or about May 24, 2019 and will be distributed solely tough the Federal Business Opportunities website at www.fbo.gov.
