The Contractor shall provide all management, labor, equipment, fuel, transportation, tools, supplies, and supervision necessary to furnish all services for litter pickup, cleaning, mowing-trimming, janitorial, and landscaping services for facilities on the Ouachita-Black River and Recreation areas along the Ouachita-Black river (within the States of Louisiana and Arkansas). for the U.S. Army Engineers District, Vicksburg District.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. See the attached RFP for solicitation details.Solicitation No. W912EE-17-R-0009 is being issued as a Request for Proposal (RFP) with the intent to award one firm fixed price contract. The solicitation will be competed as Complete Small Business Set-Aside. The solicitation document and incorporated provision and clauses are those in effect tough Federal Acquisition Circular 2005-58. The NAICS Code for this procurement is 561210 for Facilities Support Services and the size standard is $38.5 million. This procurement is being conducted in accordance with regulations at FAR Part 12 - Acquisition of Commercial Items and FAR Part 13.5 - Simplified Acquisition Procedures.The acquisition is for a service based, firm-fixed price contract that will include a base year and four (4) option years. For information purposes, a DRAFT Statement of Work is included as a part of this posting.The Vicksburg District Contracting Office is soliciting Capability and/or Product Statements from all qualified and interested firms for the purpose of making appropriate acquisition decisions with regard to set-aside and/or small business participation, which may result in solicitation for award of one firm-fixed price contract. After completing its analysis, the Government will determine whether to limit competition among HubZone, Service Disabled Veteran Owned, Woman Owned or 8(a) firms or proceed with completion amongst all small business firms. The Government anticipates awarding a contract for one base year and four option years. Under FAR guidelines, the prime contractor must have the capability to perform at least 50% of the contract work with their own employees.DRAFT STATEMENT OF WORK: SEE ATTACHMENTThe Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability and/or Product Statements consisting of appropriate technical information, documentation, literature, brochures, and past performance references. Respondents must include references and a capability statement for at least two completed or current projects, for which your firm was the prime contractor (or a major subcontractor) within the last tee years of work similar in size, scope and complexity. Each reference shall include contact names, addresses, phone numbers, fax numbers, contract numbers as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the areas specified. Any commercial brochures or currently existing marketing material the contractor feels may further demonstrate their capability may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Vicksburg Contracting Office in tailoring requirements to be consistent with industry capabilities.
