Added: Sep 24, 2009 5:20 pm The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) for the award of a Firm Fixed Price (FFP) Contract to perform maintenance dredging of the Long Island Intracoastal Waterway Federal Navigation Project, NY, in the Moriches Bay section of the channel, with subsequent placement of the dredged material at a nearby beach and/or at a nearby upland stockpile. The proposed maintenance dredging would remove up to 45,040 cubic yards (CY) of predominately sand to a depth of up to 6 feet below Mean Low Water with 2 feet allowable overdepth. The proposed maintenance would also include 1 option for additional dredging of another section of the channel and placement at a nearby beach and/or at a nearby upland stockpile totaling 24,620 CY. The channel is in Suffolk County, NY.It is anticipated that dredging and disposal would take place within the approximate time period of November 2009 to January 2010. The work including the option is estimated to cost between $1,000,000 and $5,000,000. Plans/Specs for the subject project would be available on/about 09 October 2009 with bid opening on/about 09 November 2009. Bid opening will be held at 26 Federal Plaza, New York, New York 10278 in room 1841.The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the notice to proceed, to prosecute said work diligently and to complete the work no later than seventy-five (75) calendar days after the receipt by him of the notice to proceed, depending on the award of options. The time for contract completion of the option will be determined by allowing a rate of one (1) calendar day for each 1,000 CY of dredged material placed. The performance period for the option will be 30 calendar days, if exercised.This project is being solicited as small business set-aside procurement. The North American Industry Classification System NAICS code is 237990, Dredging. The business size standard $20.0 million. The SIC Code is 1629, which is Other Heavy and Civil Engineering Construction. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendment, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with Central Contractor Registration (CCR), located at www.ccr.gov, and Federal Business Opportunity (FedBizOpps), located at http://www.fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies. Interested parties may download and print the solicitation at no charge from the FedBizOpps website http://www.fbo.gov. Some contractor tools are as follows: 1. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $550,000 or more than $10,000 if the contract was terminated for default. CCASS is a module of the Contractor Performance Assessment Reporting System (CPARS) and is located at: https://www.cpars.csd.disa.mil.
