At an estimated date of 17 April, this office will issue a solicitation for Construction of Ground Based Strategic Deterrence Integrated Command Center, F. E. Project Description: This project consists of renovating an approximate 60,000 Square Foot (SF) facility to support the Ground Based Strategic Deterrent (GBSD) Intercontinental Ballistic Missile mission at F.E. Warren Air Force Base. This project will include a space or spaces constructed to secure area standard Intelligence Community Directive/Intelligence Community Standard 705 (ICD/ICS 705) See 01 14 00 WORK RESTRICTIONS for additional information and requirements. This project will include space or spaces for emergency power, High-altitude Electromagnetic Pulse (HEMP), and Chemical, Biological, Radiological protection measures. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. All work shall be in accordance with RFP documents issued within this solicitation. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within 900 calendar days after receipt of NTP. DESCRIPTION: U.S. Army Corps of Engineers, Omaha District plans to solicit offers for a Design-Bid-Build (DBB) (construction only) stand-alone firm-fixed-price type contract to construct one (1) GBSD Integrated Command Center at F.E. Warren AFB, Wyoming. The U.S. Army Corps of Engineers (USACE), in accordance with FAR 6.302, intends to specify the following listed item as part of the construction contract. The project includes the sole-source procurement of brand name Fire Alarm Panels. The anticipated brand name is Monaco for the F. E. Warren AFB location. A sources sought was issued under Notice ID W9128F23SM0009 by USACE to complement market research previously completed in 2019 in which the United States Air Force (USAF) completed market research and a Class Justification and Approval (J&A) covering all USAF Fire Alarm Panel purchases including the use of Monaco fire alarm panels at F. E. Warren AFB, WY. The intent of the approved Class J&A is to implement an installation standardization of Fire Alarm Panel manufacturers in order to reduce overall costs and increase overall performance efficiencies. This synopsis of intent is to give notice of the Government’s intent to use brand name requirements (Monaco) for Fire Alarm Panels for the GBSD Integrated Command Center project at F. E.
