This solicitation will be Unrestricted Full and Open. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and the anticipated download availability date for this solicitation will be on or about 16 May 2023.

This project is contingent on availability of funds. If the project is cancelled, all bid preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM.gov (http://www.SAM.gov/) in order to receive an award. Joint ventures must also be registered in SAM.gov as a joint venture. Offerors are advised to begin this process when they prepare their bids in order to ensure registration is in place should they be selected for award. The North American Industrial Classification System (NAICS) code will be 236220 - Commercial and Institutional Building Construction, which has a size standard of $45 Million.
DESCRIPTION OF WORK:
Project includes elevated four lane 200-meter indoor track, cardio, and weight training modules, locker rooms, control desk, administrative area, lobby, laundry, an elevator, and storage. Primary facilities include special foundations, cybersecurity, and antiterrorism/force protection (AT/FP) measures, building information systems, fire protection and alarm systems, intrusion detection system (IDS) installation, and energy monitoring control systems (EMCS) connection. Sustainability and energy enhancement measures are included. Supporting facilities include site development, utilities and connections, storm drainage, paving, parking, walkways, lighting, information systems, landscaping, and signage. Heating will be provided by connection to the existing steam district heating system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided as appropriate. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope, and integrated building systems performance. Air Conditioning (Estimated 40 Tons).

Synopsis:
The Corps of Engineers, Alaska District is soliciting comments from the construction community addressing the potential use of a Project Labor Agreement (PLA) on FTW453 DB Physical Fitness Center Annex, Ft Wainwright, Alaska. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy: (a) Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of PLAs in connection with large-scale construction projects; (b) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) Advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with the law. Reference: FAR Provision 52.222-33, Notice of Requirement for Project Labor Agreement and Clause 52.222-34, Project Labor Agreement.
In order to assist in the evaluation as to whether the use of a PLA is appropriate for project FTW453 DB Physical Fitness Center Annex, Ft Wainwright, Alaska, the Alaska District is soliciting information on historical use of PLAs in Alaska. Any interested party (contractors, project owners, contractor associations, labor unions, construction management firms, etc.) may respond.
LETTERS SIMPLY INDICATING SUPPORT FOR OR OPPOSITION TO LABOR UNIONS AND/OR PLAs DO NOT OFFER ANY USEFUL INFORMATION AND WILL NOT BE CONSIDERED. Please provide responses to any or all of the following questions:

Are any Collective Bargaining Agreements expected to expire between January 2023 and January 2024?
Could a PLA contribute to cost savings on the FTW453 project? How?

Are there concerns by prime contractors on the availability of skilled construction labor in the Fairbanks labor market?
What is the time impact to the completion of the contract due to a PLA?
