Added: Mar 15, 2011 10:12 am The Syracuse VA Medical Center is seeking technical and price proposals from CVE SDVOSB firms for VA Project number 528A7-11-705 Replace & Upgrade HVAC and Mechanical Equipment, Phase 1 which is for the replacement and upgrade of heating, ventilation, air conditioning, and mechanical systems that support the hospital complex. The contractor shall provide all plant, property, equipment, supervision, and labor to install central ventilation, heating, and cooling for approximately 6,000 square feet of administrative space in building 1, and approximately 10,000 square feet of administrative space in building 2 with an option to replace flooring. Also, the contractor will be upgrading the domestic water cooling of the morgue refrigeration system to allow condenser cooling with the existing chilled water system as the primary means of condenser cooling. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a Total Set-Aside for Service-Disabled Veterans-Owned Small Businesses (SDVOSB). The estimated magnitude of this construction project is: "Between $1,000,000.00 and $5,000,000.00." PERFORMANCE: The estimated performance period for completion of construction shall be based on items awarded, but not more than 365 days. The Performance chart will be included in RFP. NAICS CODE & SBA SIZE STANDARD. The North American Industry Classification System (NAICS) Code for this project is 236220, with a Small Business Size Standard of $33.5 Million. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. All responsible sources may submit a proposal which shall be considered by the agency. PERFORMANCE OF WORK BY PRIME CONTRACTOR. At least FIFTEEN PERCENT (15%) of the cost of the contract performance incurred for personnel must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns, excluding supervision. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. The offeror must be registered in Central Contractor Registration (CCR) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted. SCHEDULED OPENING & CLOSING DATES: This Solicitation will be available, on or about, 3-28-2011 and the Proposals will be due, on or about, Monday, 04-28-2011.
