The cut off date to request a solicitation package is March 10th 2010 NO EXCEPTIONS. This procurement is set-aside for CERTIFIED SERVICE DISABLED VETERAN OWNED SMALL BUSINESS'S. The Magnitude of the project is under $1,000,000.00 Questions regarding the solicitation must be sent in writing to tracy.marasco@va.gov PHASE I Building 6 Boiler Plant Abatement Current test results shown existing exterior walls contained from 1 5% lead, Asbestos Containing Material.) Contractor shall abate asbestos and lead on exterior walls. Contractor shall provide 24 hour Emergency Hazardous Material Clean up and Disposal during abatment work of asbestos and or lead abatement. Door Replacement Contractor shall demo 2 doors, remove, replace, match existing doors with new hardware and new locks (see attached pictures) Painting After the abatement, contractor shall apply 1 coat of primer and 2 coats of finish elastomeric paint on exterior walls. Contractor shall sand, prime, paint doors (not on door minute rating tag), gutters, ladders, louvers, roof piping and stairs. Windows shall be prime and 2 finish coats (hand brush) Color shall be selected by Veterans Affairs Interior Designer. Contractor also shall remove, reinstall signs, kickplates, etc at the boiler plant. Windows Repair and Sealing Remove and replace with new windows screens. Reglaze all metal frame windows on exterior building 6. Recaulk, re-seal around all doors, door frames, windows frames. Clean up existing paint, rust and foreign materials. Remove all dust, oil, debris from surface of building, replace glazing putty on all metal window frames, paint all cleaned surfaces. PHASE I I Old Bridge Lead Paint Removal Entire Bridge (including removal of columns, slabs, walls) & Apply 2 Prime Coats. Abatement Current Test Results shown lead paint results contained Lead Based Paint (2.73; 1.78; 1.51%); green paint chip walls contain 1.51% lead including outside bridge walls. Contractor shall: a. Provide a safety buffer underneath the bridge so during abatement, no debris falls into the creek. An independent Certified IH to monitor the entire work, record daily air samples monitoring at the job site as required by OSHA. All costs shall be paid by contractor. b. Bat Colony Box, contractor shall provide adequate protection during abatement process. VA COTR and Contractor will communicate with LARPD(Livermore Area Recreation & Park District) to find out proper protection of bat boxes. c. Contractor shall scrape loose and flaky paint from the metal bridge, stabilize scraped areas with a coat of primer. Areas that have been scraped shall be stabilized with a coat of Lead Barrier Compound Encapsulant (MSDS, Material Safety Data Sheet Literature, shall be submitted to VA Staff for approval.) d. VA shall contact LARPD for closing trails during actual abatement work. Contractor shall shall post signs are closing. Trails closure shall be handled by LARPT (Livermore Area Recreation & Park District) Contractor shall provide all power, water, toilets. Notifications: All work shall meet all applicable codes and regulations detailed comprehensive Contractor shall provide notification to the following as a minimum: AHERA.
