DeBakey VA Medical Center (MEDVAMC) is seeking a qualified construction Firm with specialty and experiences in road construction and repair to provide design-build/turn-key services necessary for complete design and construction of roads and sidewalk repairs as designated in the site plan. The work will be performed at the MEDVAMC, 2002 Holcombe Blvd., Houston, Texas 77030. This procurement is set aside 100% for service-disabled veteran-owned small business (SDVOSB) concerns, and the NAICS Codes applicable to this procurement is 237310 with a small business size standard of $33.5 million. The magnitude of this project will range between $250,000 and $500,000. The awarded contractor shall have 120 calendar days to complete the project in its entirety from the receipt of notice to proceed. The design-build package shall be complete and all inclusive with the following minimum requirements: 1. Site topographical survey showing elevations and storm drainage. 2. Soil analysis conducted by a certified testing lab. 3. Job mix formula to stabilize sub grade and obtain optimum Compaction. 4. Sub base material minimum of 6" compacted granular material based on soil analysis. 5. 5000 psi concrete with 3000 psi for curbs to include documented slump and tensile testing. 6. #5 deformed billet steel re bar for streets and sidewalks. 7. #3 deformed billet steel re bar for curbing. 8. any informational/ safety signage required. The Request for Proposal (RFP) will be available for download from www.fbo.gov on August 09, 2010, The anticipated closing date for submitting proposals is 10:00 AM (Central Time) on September 08, 2010. An organized site visit will be posted in the solicitation. Interested offerors are solely responsible for monitoring website www.fbo.gov for amendment(s) to the RFP if any and acknowledging them in accordance with the requirements stipulated in the amendments. All questions related to this announcement and the RFP must be in writing and emailed to contracting officer, Ms. Nam-Phuong Nguyen at Namphuong.nguyen@va.gov. Faxed inquiries and faxed proposals are NOT allowed. All responsible sources may submit a proposal that will be considered by the agency. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award. Contractors are responsible for the accuracy of information added to CCR. To register, go to http://www.ccr.gov/. Pursuant to VAAR 819.7005, all SDVOSB contractors are required to register their businesses at the VIP database http://www.vip.vetbiz.gov/general_user/search/default.asp before an award.
