TEAMS Draft Business Operations Support RFP

The Missile Defense Agency releases the Draft Request for Proposal (RFP), solicitation HQ0147-15-R-0019, "Business Operations" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. MDA encourages industry input, comments and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities. Questions and/or comments are due to MDA no later than 1700 Central Time on May 04, 2015, and must be submitted to TEAMS_BizOps@mda.mil, subject line "TEAMS Business Operations RFP". All questions should clearly identify the Attachment, page number and paragraph the question is referring to, unless the question is a general question about the overall requirement. An Industry day for this RFP is under consideration and will be announced in a future FedBizOps announcement if determined to be in the best interest of the Government. This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. This announcement is for information planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of services. This announcement does not constitute a solicitation or a promise of a solicitation in the future. This announcement does not commit the Government to contract for any supply or service. The Missile Defense Agency hereby releases the Final Request for Proposal (RFP), solicitation number HQ0147-15-R-0019, for the Agency's "Business Operations" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. The requirements for this contract include Strategic Planning and Financial Management, Cost Estimating and Analysis, Earned Value Management, Accounting and Financial Systems Support and Integration.This procurement is set aside for a small business concern. The NAICS code for this procurement is 541611; Small Business Size Standard is $15,000,000. It is anticipated that this awrd will result in a single cost plus fixed fee contract for a base period of three years and two, one-year option periods. Award will be made based on Best Value to the Government. All responsible offerors may submit an offer. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps Website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals are due August 10, 2015 by 2:00 PM CST. The Missile Defense Agency's Sensors Directorate (MDA/SN) is conducting market research to determine industry interest and capability in follow-on requirements for its Sea Based X-Band Radar Program (SBX). The requirements are grouped as mission integration support services. These include research and development, engineering, analysis, configuration management, information technology management, supply, information security, programmatic, functional, and administrative tasking required in support of operation and sustainment of the SBX. Task performance will primarily take place onboard SBX which usually operates from Pearl Harbor, HI, with additional requirements at Huntsville, AL; Dutch Harbor, AK; San Diego, CA; San Francisco, CA; Puget Sound, WA; Colorado Springs, CO; and Washington, District of Columbia (DC). MDA will utilize responses received to develop acquisition strategy alternatives that may include competing all or portions of SBX future work. MDA/SN anticipates contracting for future work for period(s) of performance of up to seven years depending on final approved contract strategy. The Government does not intend to award a contract on the basis of this Request for Information (RFI). Any response will be treated as information only and shall not be used as a proposal. Replies will be separated from, and have no bearing on, evaluation of proposals submitted in response to any future formal Request for Proposal (RFP). Information received in response to this request may be used by the MDA for acquisition planning and solicitation preparation activities. Eligibility in participating in a future acquisition does not depend upon a response to this notice. MDA will not critique the responses to this notice. MDA does not intend to pay for the information solicited and will not reimburse any costs associated with responding to this RFI. Proprietary information is neither sought nor desired by MDA. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information contained in their response. The Government intends to use third party, non-Government (contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements have been executed between the third party, non-Government (contractor) support personnel and the Government and are on file with the Government. A submission of a response to this RFI constitutes the respondent's acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government (contractor) support personnel.Please review the attached documentation for additional information and details.
