Description

The national institute for public policy (NIPP) proposes a study to examine factors that underlie opponent decision making in response to U.S. Strategies of deterrence in order to better anticipate the functioning of those strategies, and to strengthen the basis for the U.S. Planning for and practice of deterrence. This proposed study will do so by examining the potential significance of multiple factors that are likely to shape opponent decision making, but that typically are omitted from U.S. Considerations of deterrence strategy that are based largely on narrow expectations of familiar, rational behavior. These factors include the effects of cognitive processes (as revealed by the study of evolutionary psychology), and the potentially unique drivers of history, ideology, political structure, culture, proliferation and geopolitics. This two-part study includes tasks 1-4 and the deliverables described in this statement of work. The entire study will be conducted over a twenty-month period, with an initial base year and an additional option year. (exercising the additional option year will be at the sponsor S discretion). Tasks 1-3 below will be conducted during the base year of study and constitute part one of the study; task 4 below would constitute part two of the study and be conducted during the option year, if IT is exercised. Task 4 would build upon tasks 1-3 and be completed within eight months of the option year. In total, study part one, tasks 1-3, will be completed during the base contract year, and study part two, task 4, will be conducted over an eight-month period during the option year if exercised by the government. Thus, the entire study, tasks 1-4 will be completed over a total study period of twenty months.
