Description
Period of performance: 52 weekspurpose of contract:rapid and recent changes in medicaid policy -- including a tremendous increase in medicaid managed care, major policy changes relating to medicaid waivers, changes in eligibility stemming from welfare reform, pressure at the state level to reduce medicaid expenditures, and changes in fqhc reimbursement policies -- have created a critical need for improved policies and policy coordination between state medicaid directors and hrsa constituents. These policies are needed to ensure continued access to high quality health services that meet the needs of the medically underserved individuals who are eligible for or have their care paid for by medicaid through hrsa-supported providers.this contract is intended to foster the identification of and replication of promising practices involving the state medicaid directors, hrsa constituents, and hrsa-funded safety net providers. Ultimately this work will lead to the enhancement of reimbursement in service delivery systems which ensure continuity of care for vulnerable and underserved populations. This project will include issues that are particularly relevant for special needs populations such as children, people living with HIV/aids, and people who are homeless. The purpose will be to identify and present best practices and policy analyses regarding medicaid program financing of health care services and access to those services for patients seen at hrsa-funded safety net provider sites.
