New Commissary, NEX Addition & Upgrade & Pharmacy Renovation, NAS Jacksonville
Added: Jun 26, 2014 10:16 am This solicitation is for construction services needed to build a new 115,962 SF commissary, build an 11,365 SF Navy Exchange addition and further renovations of the existing Navy Exchange. This will also include the renovation of a Navy Hospital Satellite Pharmacy Drive Thru Window, construction of additional roadways and parking lots to augment the use of the new and renovated facilities. Upon completion and occupation of the new commissary, the former Commissary building will be demolished and removed. The project will include refrigeration systems with automatic monitoring, controls, and alarms, emergency and general lighting, emergency power for critical systems, fire alarms, and a fire sprinkler system. Construction will satisfy current energy conservation policies, standards, and regulations. This is a competitive acquisition for a commissary construction project utilizing Lowest-Priced, Technically Acceptable (LPTA) source selection procedures conducted in accordance with Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the lowest priced, technically acceptable responsible offeror. Award will be made on all or none basis. This acquisition will be conducted in full and open competition. For the purpose of this acquisition, the predominant NAICS Code is 236220. The Business Size standard is $33,500,000.The pricing schedule for this solicitation will consist of fourteen (14) CLINs to include Commissary Sitework, Building Construction, Equipment & Demolition; NEXCOM Addition, Renovation, Flooring upgrades (options), Parking Lot construction, Column Wrap upgrade (option) & renovate Barber/Beauty, Laundry/DryClean & Optical Shop (option); Pharmacy Site work, Renovation, Equipment & Demolition.One firm-fixed price contract will be awarded to the responsible offeror who provides the lowest price technically acceptable proposal. This contract will be awarded and administered by DeCA. Funding and payment information will be provided by DeCA at time of award. The performance period for this project will be 730 calendar days after issuance of the Notice to Proceed. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 7 July, 2014. For copies of this solicitation, specifications and drawings, and all other documents go to the Government's website at www.fbo.gov to download. No paper copies will be issued.By submission of an offer the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) data base prior to award of any contracts resulting from this solicitation.
