The General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9PCS) is presently soliciting proposals from qualified Offerors to compete for the Repairs and Alterations to the PJKK U. S. Courthouse (Part I) located at 300 Ala Moana Boulevard, Honolulu, Hawaii. The project delivery method being used is the Construction Manager as-Constructor (herein referred to as CMc). GSA intends to award a contract for pre-construction services during the Design Phase with an option for Construction Phase Work for the *Recovery*Repairs and Alterations to the PJKK U. S. Courthouse (Part I) located at 300 Ala Moana Boulevard, Honolulu, Hawaii, with the CMc that offers the best overall value to the Government. Pre-construction Services are expected to commence upon award of the contract by end of September, 2009. The Optional Construction Phase Work is anticipated to commence on or about June, 2010. The project as authorized by the American Recovery and Reinvestment Act is a major renovation project to modernize the building infrastructure systems and provide limited tenant improvements at the existing Prince Jonah Kuhio Kalanianaole Federal Building and U.S. Courthouse campus, which was built in 1978. The ARRA monies are for Design Services for the Repair and Alteration of the two buildings on the PJKK Campus and the Construction Work for the U. S. Courthouse Building Only. The Construction Work for the Federal Building may be funded under the Prospectus Funding Cycle in the 2012. The 9-story federal building is approximately 600,000 gross square feet (GSF), and the 5-story U. S. Courthouse is approximately136,000 gross square feet (GSF). It is located at 300 Ala Moana Boulevard in Honolulu, Hawaii. Currently, both buildings are fully occupied by federal agencies. This project will not only modernize the major building systems to provide 30+ years of useful life, but will also transform the existing buildings into high-performance green buildings, and provide an efficient and model interior work place for the existing federal tenants. While the project will not require alteration to the existing building exterior, the renovation project should enhance and be responsive to the distinct architectural statement of the existing buildings while improving the energy conservation, quality of the existing offices while showcasing sustainable design. Currently, there is a separate window replacement project on-going and will be completed by June, 2010. The Guaranteed Maximum Price (GMP) for this construction project is to not exceed $70,000,000.00. The NAICS Code for this procurement is 236220. The CMc will be competitively chosen using Source Selection Procedures in accordance with FAR Part 15. At the time of contract award, the project will be in the early phases of design. There are two components of work to be performed under this Contract: Pre-Construction Services during the Design Phase and Construction Phase Work. The Construction Phase Work is an Option. The CMc is required to complete the Pre-Construction Services during the Design Phase for the firm-fixed price presented in the procurement process. At any time during pre-construction services, the Contracting Officer may request the CMc provide a firm-fixed price proposal for the Construction Phase Work. The Contracting Officer shall have the right to convert the contract to a firm-fixed-price contract at the offered price or as otherwise negotiated by the parties to this contract, so long as such price is less than or equal to the GMP. If the parties to this contract negotiated and establish a firm fixed price prior to the exercise of the Construction Phase Work option then the Contracting Officer shall have the right, but not the obligation, to exercise the firm fixed price option within 60 calendar days of the establishment of that price. Pre-construction services include, but are not limited to, evaluation of the A/E's concept, schematics, design development and construction documents for constructability review; provide independent construction pricing based on A/E's design documents and reconciliation of all cost estimates; participation in project team meetings; value engineering suggestions; construction logistics planning, construction phasing suggestions based on design; identification of schedule streamline opportunities based on design; identify appropriate bid packages; develop construction schedule and phasing plans; identification of long-lead items, development of subcontractor and supplier interest; and, establishment of firm fixed pricing. The CMc shall possess a full understanding of the project, its contract documents, the principles of Federal construction contracting and contract administration. The CMc must maintain a team with the expertise and capability to manage and coordinate the timely and orderly development and construction of the proposed project. Most importantly, the CMc shall have complete responsibility for the construction of the facility, should the Option for Construction Phase Services be awarded. Construction Phase Work includes, but is not limited to, provide construction services with scope as outlined in the RFP and the related project scope management; on-site, full-time construction management; selection and procurement of all necessary subcontractors; administration of the construction contract either with CMc's direct workforce or tough subcontractors; conduct weekly construction meetings, critical path method (CPM) scheduling and control; maintain construction records including daily logs and monthly reports, monitor construction costs; provide monthly project financial reports; conduct and coordinate inspections an testing to ensure quality control; coordinate building system commissioning, record documentation, warrantees and guarantees as well as provide appropriate level of training to designated facility management staff and tenant; and all other required services necessary as a part of closeout procedures at the completion of construction. The CMc is a member of the project team during the design and construction phases, along with GSA as the public owner, A/E, building commissioning consultant, independent inspection/testing, environmental and other consultants. The CMc shall be required to assign, as needed, a team consisting of, and not limited to the following disciplines: construction manager, swing move/logistics manager, cost estimator, scheduler; field engineer; field support staff; construction supervisors, construction superintendents; testing engineers/technicians; and other disciplines as needed to perform the services described herein. Contracting Method: GSA intends to issue a Request for Proposal (RFP) utilizing "Best Value" source selection procedures pursuant to FAR Part 15. The selection procedure will employ tradeoffs where technical/management factors are significantly more important than price and price related factors. The RFP will ultimately result in an award of a Guaranteed Maximum Price (GMP) Contract. The base contract award will require the selected CMc to perform Pre-construction Services during the Design Phase in accordance with the scope of work spelled out in the RFP. In conjunction with the base contract there will be an exercisable owner's option for Construction Phase Services to complete the actual construction. The GMP option price for Construction Phase services will be negotiated during the Pre-construction phase. The current GSA project schedule assumes a pre-construction phase award of September, 2009, with a construction start of no later than June, 2010. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. Prior to exercising the construction option the selected offeror which does not qualify as Small Business Concern shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as a prime contractor or as members of joint ventures with other small businesses. Although this procurement is open to large businesses, small and minority firms are strongly encouraged to participate.
