Tertiary Wastewater Treatment Facility at Joint Base McGuire-Dix-Lakehurst (JB-MDL), NJ

The 87th Contracting Squadron has a requirement for non-personal services for the Tertiary Wastewater Treatment Facility (TWTF) at Joint Base McGuire-Dix-Lakehurst (JB-MDL). The government intends to award a single Firm-Fixed-Price contract for a twelve (12) month base period with four 12-month option periods. This acquisition is being solicited on an unrestricted basis under the North American Industry Classification System code 221320.
The Contractor shall provide all management, labor and equipment to operate, maintain and repair the TWTF, eight Lift Stations, Land Application Site, Tactical Training Base Septic System and the Reclaimed Water for Beneficial Reuse system. The equipment to be maintained and repaired include, but not limited to: manholes, force and gravity sewer mains, lift stations, basins, heating, ventilation and air conditioning , equipment, valves, pumps, piping, emergency generators, motors, conveyors, electrical components, instruments and gauges, and supervisory control and data acquisition system. The Contractor shall be responsible for grass cutting and snow removal in all areas of direct control.

Schedule for the pre-proposal conference and site visit is included in the solicitation. Pre-Proposal Conference details will be provided within the solicitation. The proposed contract is for a 12 month base period with four twelve month options. The contractor shall provide all personnel, training, equipment, tools, materials, supervision and all other items, unless specified as government furnished, to manage and operate the Tertiary Wastewater Treatment Plant at JB-MDL, to include the Land Applications site, Tactical Training Base Septic System, and the Beneficial Water Reuse System. The equipment to be maintained and repaired includes, but is not limited to: manholes, force and gravity sewer mains, lift stations, basins, heating, ventilation and air conditioning (HVAC), equipment, valves, pumps, piping, emergency generators, motors, conveyors, electrical components, instruments and gauges, and supervisory control and data acquisition system. The contractor is also responsible for grass cutting and snow removal in all areas of direct control. This acquisition is being solicited on an unrestricted basis under the Standard Industrial Classification 4952, North American Industry Classification System code 221320. The resultant contract will be a firm fixed price contract.The Request for Proposal (RFP) will be paperless and released on the Federal Business Opportunities website at https://www.fbo.gov/. Telephone or verbal requests for the RFP will not be accepted or considered. The RFP will contain files in Microsoft Office 2010 and PDF formats.
