About this award

This contract was awarded by the U.S. Environmental Protection Agency (EPA) Region 7 to Coastal Environmental Group Inc., a small disadvantaged business, for the procurement of environmental remediation services in Omaha, Nebraska. The $20,144,406.34 Firm Fixed Price contract is set aside for the HUBZone program and was funded through the American Recovery and Reinvestment Act (ARRA).

The scope of work includes pre-removal actions, soil removal, and post-removal actions at properties with lead-contaminated soil. The objective is to remediate properties with non-foundation soil containing 400 mg/kg or more of lead, or 800 mg/kg or more for "highly contaminated properties", to achieve an average lead concentration of 400 ppm in near-surface soils. The remediation activities will be conducted in compliance with CERCLA, SARA, and the National Contingency Plan.

Description

For procurement of environmental remediation services for multiple properties in omaha, nebraska with elevated blood levels (EBL) whose non-foundation soil contains greater than or equal to 400 MG/KG lead and for pre-identified "highly contaminated properties", with no EBL containing non-foundation soil greater than or equal to 800 MG/KG lead. Remediation will include: 1) pre-removal actions; 2) removal; and, 3) post-removal actions. EPA's objective is to achieve "property closeout", which requires removing lead-contaminated soil from select properties until an average concentration of 400 PPM is reached in near-surface soils and restoring the affected property to pre-removal conditions. The contractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediations shall be conducted pursuant to the comprehensive environmental response, compensation, and liability act (CERCLA), as amended by the superfund amendments and reauthorization act (SARA), and national contingency plan (NCP) requirements.
