Application Architect Services - Intent to Sole Source
Added: Nov 10, 2014 3:47 pm Under the authority of FAR 6.302-1, The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD), Lakewood, CO, intends to negotiate a sole source contract with Capstone Planning and Control, Inc., 11001 West 120th Avenue, Broomfield, CO 80020, for the acquisition of Application Architect Services. Central Federal Lands Highway Division (CFLHD) is currently using a combination of Primavera Enterprise System (P6) data for resource hours/dollars and FundsMap, our funds management system to report project financial data. The primary purpose of the proposed contract is to continue to improve the financial management of program and project budgeting by maintaining and continuing minimal design to improve this automated system using CFL database to receive all key financial information directly from Delphi (Data warehouse Materialized Views) and P6 data using Business Objects (BO) server for user queries and reporting. The proposed contract personnel will also be tasked to gradually transition knowledge and responsibility to the CFLHD IT Department.This is an Oracle-based system, compatible with other FLH database systems and applications. Close coordination with a process improvement team consisting of representatives from affected functional groups is necessary. It is essential for the Government to obtain services from a firm that has an excellent understanding of Federal Lands Highway's accounting business rules, has the experience and specific skills as listed below: • Knowledge of FLH Business rules• Knowledge of FHWA's accounting systems, such as: DELPHI, DISCOVERER, TANDA, & Business Intelligence• Knowledge of project scheduling system (Primavera P6)• Knowledge of the Federal Lands Highway Data Warehouse• Knowledge of CFLHD's business processes, existing hardware and software parameters, and technical environments.Other general skills required include:• Knowledge of Silverlight, HTML, .net, and SQL • Ability to design data structures to maximize efficiency and flexibility. • Must demonstrate a clear understanding of the logical and physical database design (for both transactional and data warehouse) and the data normalization concepts• Ability to identify and resolve software/hardware interface problems, data requirements, and access methods.• General knowledge of network configuration, programming, and protocols• Ability to identify and troubleshoot data related issues. • Experience in defining, developing, and completing projects independently with strict attention to detail. • Must have a teamwork-focused attitude and be skilled at building relationships• Assess system operation and development recommendations for improvement• Continuous database analysis during development• Experience gathering and analyzing user requirements.• Strong verbal communication skills and proactive attitude toward research and troubleshooting• Strong time management and timely follow-upSummary Description of WorkContract services will include:• Understanding of CFLHD's mission, business processes, and projects and to administer develop and FundsMap.• Development, and administer data management solutions using database management software. Additionally, administer database mining and reporting to ensure the integrity and availability of data.• Collaboratively test the Funds Management Systems impacted by the upgrade to the PMIS system to ensure it is operating as intended. Incorporate recommended changes in the operating application or data formatting as required.• Continued documentation of the integration of software related to PMIS, funds management, and accounting systems.• Collaborate with CFLHD IT department to transfer knowledge and responsibilities of FundsMap and data management solutions relating to the overall funds management system.This is not a formal solicitation. This notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement proposal, or quotation, which shall be considered by the agency by 2 p.m. MDT, November 24, 2014. The Government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Detailed capabilities must be submitted to cflcontracts@dot.gov no later than the time and date noted above.
