Added: Dec 14, 2009 9:59 am PRE-SOLICITATION NOTICE:The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue an Invitation for Bids (IFB) to set, completely assemble, install, connect, field test, and place the 69-kV Transmission Line from Kennett, MO, to, Piggott, MO, and Piggott, MO, to Malden, MO, in complete readiness for operation immediately after installation. The Contractor will be responsible for the Installation/Replacements/Modifications for Static, OPGW, Conductor, Structures, and for preparing all the as built drawings including all field modifications. The Government will provide to the contractor: Hawk ACSS/HS285 477 MCM conductor, 3/8 HS Static Wire, Alcoa OPGW-24 fiber count, DNO-7513, 0.650-inch, and some of the hardware required for the work for contractor pickup at designated location(s). The contractor will be responsible for providing all poles, materials and supplies not provided by the Government. This contract is to replace destroyed portions of Southwesterns transmission system caused by recent natural disasters and to restore communications and system reliability. This is an unrestricted acquisition. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $31 million. The estimated magnitude of this project is estimated to be between $5 million and $10, million and the estimated project completion date is May 31, 2010 for phase one of this project and Dec 31, 2010 for phase II of this project. Contractor registration in the Governments Central Contractor Registry (CCR) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The anticipated release date of the solicitation package is on or about December 28, 2009, with bids being due on or about January 28, 2010. Once issued, solicitation documents will be available electronically for download at http://e-center.doe.gov. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
