About this award
M.A. Mortenson Company (doing business as Mortenson Construction) was awarded a $149.6 million firm fixed-price definitive contract on July 31, 2017, to provide design-build-bridging construction services for the modernization of the U.S. National Poultry Research Center (USNPRC) at the Southeastern Poultry Research Laboratory (SEPRL) campus in Athens, Georgia. This two-phase design-build acquisition operated as a shortlist competition in which the government selected a maximum of four qualified offerors for Phase I, with only those firms advancing to Phase II for detailed design and proposal submission. The project is scheduled for ultimate completion by May 31, 2026. Funded by a civilian government agency under Central Program Planning Coordination and Support, the contract was awarded through full and open competition with no set-aside designation, reflecting the project's significance and technical complexity.
The contract mobilized a substantial subcontracting network to execute the modernization initiative, with Mortenson engaging specialized firms across all major construction disciplines. Key subcontractors included SVL Inc. for mechanical equipment (B46 MECH EQUIPMENT), Schwab-Vollhaber-Lubratt Inc. for HVAC systems, Green Circle Demolition LLC for demolition work on phases four and six, and multiple firms for structural steel, concrete, electrical, roofing, and finishing trades. Additional specialized subcontractors provided services including testing and balancing (Addison Energy Technologies), fire protection (Fire & Life Safety America), laboratory equipment (Steris Corporation), masonry (Pyramid Masonry Contractors and Bibler Masonry Contractors), painting (S. David & Co. and Swanson & Youngdale Inc.), and site work (C.A. Murren & Sons Company). As a top-25 U.S. builder with extensive federal infrastructure experience, Mortenson leveraged its substantial Indefinite Delivery Contract vehicles and proven capabilities in complex facility modernization to deliver this critical agricultural research infrastructure upgrade.
