The Court Services and Offender Supervision Agency seeks a qualified contractor to provide residential drug treatment services for detained offenders, with quotations due August 17, 2026 at 5:00 PM ET. This is an unrestricted competition open to all businesses. The procurement is a firm-fixed unit price purchase order with an estimated five-year period of performance consisting of a 12-month base period and four optional 12-month periods, valued at up to $19 million with a guaranteed minimum of one residential drug treatment placement.

The contractor must provide substance use disorder treatment services for approximately 120 detained offenders annually, equating to an estimated 3,650 residential treatment days per year. Services target men and women under federal or District of Columbia authority placed in residential treatment as a condition of supervision, court order, or lawful authority. The contract establishes a 70 percent successful completion rate target with a 30 percent or less relapse rate. Typical placement duration is 30 days including a 30-day restricted movement period, extendable based on clinical justification.
Key staffing requirements include a Program Director with Master's degree preferred and 5+ years experience; Clinical Supervisor with Master's degree, current licensure, and 5+ years clinical supervision experience; Case Manager with Master's degree and 4+ years appropriate experience; Licensed Health Care Provider (LPN minimum); Counselor/Therapist with Bachelor's degree, CAC-II certification, and 3+ years substance abuse treatment experience; and Supervisory Residential Monitor. All staff must pass CSOSA background investigations, submit to random drug testing, maintain current tuberculosis clearance, and comply with strict standards of conduct. Personnel security requirements include CSOSA background checks and DCSA investigations with approval from the CSOSA Office of Security before work begins.
The contractor must provide minimum 20 hours weekly of counseling (3 hours individual, 10 hours group minimum) and 8 hours daily of structured programming using evidence-based cognitive behavioral interventions. Services must comply with 42 CFR Part 2 (substance abuse confidentiality), HIPAA, and local and federal privacy laws. The contractor must maintain current certification through the Joint Commission or CARF, comply with all applicable District of Columbia, Maryland, or Virginia regulations including DBH certification standards, conduct monthly program activity reporting, maintain 24-hour clinical staff availability, and cooperate with CSOSA inspections and audits occurring at minimum annually.
Bilingual services in Spanish and sign-language interpreter services for hearing-impaired individuals are required, with the option to use volunteer or contracted interpreters. All sections of the Statement of Work are mandatory with no opportunity for deviation or alternative service proposals. Contractors must accept all offender types and cannot submit lists of unacceptable offenses. Individual counseling must be minimum 3 hours per week per Section C.5.4.
Contractors must comply with Service Contract Labor Standards per Wage Determination 2015-4281. Insurance requirements include Commercial General Liability ($1 million per occurrence/$2 million aggregate), Professional Liability ($500,000/$1 million), and Sexual/Physical Abuse & Molestation ($1 million/$2 million).
For large business contractors, a small business subcontracting plan per FAR 52.219-9 and FAR 19.704 is mandatory, including percentage goals for Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone, Small Disadvantaged Businesses, and Women-Owned Small Businesses.
Quotations must include a cover letter, technical proposal addressing key personnel qualifications, relevant corporate experience, and past performance, plus pricing on the provided price sheet. Offerors must acknowledge receipt of Amendment 0001 by providing a signed SF30 form with their submission.
