About this award
The National Institute on Drug Abuse awarded a $6 million definitive contract to President and Fellows of Harvard College for SMART IRB governance, administration, and operations support on July 1, 2023, on a cost-no-fee basis with performance extending through December 31, 2026.
SMART IRB (Streamlined, Multisite, Accelerated Resources for Trials Institutional Review Board) provides governance, administrative, and operational infrastructure enabling single institutional review board reliance across Clinical and Translational Science Award hubs and their affiliated research institutions. The contract funds national SMART IRB ambassadors embedded at participating CTSA sites—including the University of Southern California, Washington University in St. Louis, University of Kentucky, University of Cincinnati, Medical University of South Carolina, Brigham & Women's Hospital, and UCLA—who facilitate bi-directional communication between CTSAs, research teams, IRBs, and the central SMART IRB team. Ambassador responsibilities include driving institutional sign-ons to the SMART IRB Agreement, conducting education and training via webinars and in-person workshops, developing harmonized policies and workflows, and building a cadre of institutional super-users to support transition to single IRB review. Place of performance is Boston, MA.
According to Service Contract Inventory reporting, the contract invoiced $221 thousand in FY2023 (0.6 FTEs, 1,197 contractor hours) and $2.2 million in FY2024 (6.0 FTEs, 12,533 contractor hours), reflecting a blended government-paid rate of $184.90/hr in FY2023 and $173.32/hr in FY2024. FY2024 teaming involved six subcontractors executing 28 percent of contractor hours.
