This is a PRESOLICITATION NOTICE for Solicitation No. 75H701-22-R-00039 for the Mescalero Indian Hospital Expansion and Renovation, Project No. AQ22MS001, a construction project for the Indian Health Service, Division of Engineering Services. The Government anticipates releasing the solicitation on or about 11 May 2022 and will remain open for approximately 45 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov/. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov/.
SCOPE OF WORK: The project is for the renovation/expansion of the existing pharmacy at the Mescalero Indian Hospital. The existing laboratory, pharmacy, outpatient exam rooms and waiting area will be renovated and additional space will be expanded according to project specifications and construction drawings.
The contractor shall provide all necessary construction services, labor, equipment and materials to complete the scope of work. The renovation of the existing space is planned in phases:
Construct addition. The existing facility will be protected with the existing wall as a barrier until the addition is completed.
Primary Care and Laboratory will move into the new space.
Pharmacy will vacate their space and move into a temporary location while the department is in construction. A protective barrier will be constructed to protect patients and staff in the addition. Protection of IAQ during construction activities is critical due to the high risk of infection for patients. During prolonged construction activity, Infection Control Risk Assessment requires a solid barrier between the construction work zone and occupied zone during construction.
The Contractor will be required to provide all labor, tools, equipment, work facilities, supervisory efforts, testing and all other necessary incidentals.
LOCATION OF PROJECT: All work shall be performed at 318 Abalone Loop, Mescalero, New Mexico 88340. Work included under this contract will be in Otero County, New Mexico.
CONSTRUCTION DURATION: Period of Performance is 480 calendar days from issuance of the Notice to Proceed.
CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000, in accordance with FAR 36.204(g).
SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

This project will be procured as a 100% Small Business set-aside solicitation with preference given to Indian Economic Enterprises (IEE) firms under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The associated size standard for this procurement is $39.5 million. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. INDIAN OWNED BUSINESSES: For Indian owned businesses, the contractor will be required to complete and submit an attachment entitled, “IHS IEE Representation Form (Jan 2022)”, which will be included with the solicitation, along with your firm’s proposal along with the controlling enterprise’s Tribal enrollment/certificate of Degree of Indian Blood documentation. Please note that there shall be no personally identifiable information (PII), such as social security numbers, included in the documentation submitted. Any PII shall be redacted prior to submission.

Interested PRIME CONTRACTORS are invited to submit a capabilities statement/narrative demonstrating the firm's experience in construction projects of a similar nature as described above. The submittal shall be no longer than ten (10) pages and shall include the following information:
1. Company Information: Provide your firms contact information to include DUNS, cage code, name, address, and point of contact with verifiably correct telephone number and email address.
2. Indicate if a solicitation is issued will your firm/company be submitting a proposal (Yes/No)
3. Type of Business: Native American-owned, SBA certified 8(a), SBA Certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB), and/or Small Businesses (SB). For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov.

d. Indicate whether the project is a federal, state, tribal or other for each project submitted; and
e. Project references/Agency point of contact (telephone number and e-mail address) for each project submitted.
