About this award
The Federal Railroad Administration (FRA) awarded a $349,538 firm fixed price contract to The Pennsylvania State University (Penn State) for the "Rail Safety Improvement Through Enhanced Understanding Of Ballast & Subgrade Interactions" research and development effort. This is a continuation of previous FRA-funded projects where Penn State developed a prototype "SmartRock" sensor and conducted related laboratory and field testing to investigate ballast failure mechanisms and track stability. The new project will focus on evaluating ballast behavior and track performance before, during, and after tamping operations on revenue service track. The FRA determined that re-competing this work with a different supplier would be cost prohibitive given Penn State's prior experience, so the award was made on a sole source basis under FAR 6.302-1. This contract does not have a small business set-aside.
