Work is performed in Washington, DC and comprises renovation of three areas—West Conference Room 5428, North Office 5211-GG, and East Offices 5012-J and 5012-M—with scope including construction of secure offices and conference rooms meeting Sound Transmission Class 50 requirements, STC-50 doors, RF shielding on perimeter walls for TEMPEST compliance, mechanical and electrical system adjustments, sprinkler modifications, and finish work. The building is listed on the National Register of Historic Places, requiring compliance with Secretary of Interior standards. All materials must be U.S.-manufactured where commercially available. Period of performance is 12 months from Notice to Proceed, with work commencement required within 15 calendar days of award and ultimate completion by September 29, 2027. Work hours are 7:00 AM to 3:30 PM, Monday through Friday, excluding federal holidays. The prime contractor must perform at least 15 percent of total contract labor costs. Contractor personnel must be U.S. citizens; non-citizen subcontractors are prohibited. Performance and Payment Bonds are required at 100 percent per FAR 36.204.
