The Department of Labor, Employment and Training Administration (DOL ETA), anticipates issuing a request for proposal (RFP) for the operation of the Los Angeles Job Corps Center and Career Transition Services. The RFP will be available on the Federal Business Opportunity website (http://www.fbo.gov) approximately October 15, 2015. This is an unrestricted procurement.Job Corps is a national residential and non-residential training and employment program administered by the United States Department of Labor to address multiple barriers to employment faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will be a Cost-Plus-Incentive-Fee type contract. The contract will have a 2-year base period plus three (3) governmental unilateral renewal options for one (1) year each.A pre-proposal conference and site visit is scheduled for October 29, 2015, at 9:30 a.m. (local time) at the Los Angeles Job Corps Center. The Center is located at 1031 South Hill Street, Los Angeles, CA 90015-1613. The telephone number is (213)748-0135.All questions prior to and at the pre-proposal conference shall be submitted in writing.The successful contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide the following support services: Health and Wellness, processing of student records, a discipline system, clothing issuances, and student mail and legal services.The contractor shall also provide overall Center management and administration as follows: contract and personnel management, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations, and public information.The on-board strength (OBS) for the Los Angeles Job Corps Center is a total of 614 students with 148 residential males, 232 residential females, 117 non-residential males, and 117 non-residential female students.

The U.S. Department of Labor, Employment and Training Administration, intends to award a sole source contract to YWCA of Greater Los Angeles. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1) as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy the agency requirements).Job Corps is a national training program that provides comprehensive academic, residential, and career technical training services to approximately 60,000 disadvantaged youth each year at 125 Job Corps centers nationwide. The requirement is for the operation of the Los Angeles Job Corps Center located in Los Angeles, California. The anticipated period of performance is 3 months with six 1-month options. The requirement includes the provision of academic, career technical, career success skills, career development training, and related support services for an estimated total of 614 students (148 residential male, 232 residential female, and 234 non-residential). The contractor shall operate residential quarters (housing) and services to all students as applicable.This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 4:30 p.m. PST, April 26, 2017, that provides sufficient details for consideration by the Government, via email to: algee.sheryl@dol.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.
