The originating solicitation (140P2026R0030) called for complete design and construction of a moveable floating dock system with 24 boat slips, associated infrastructure including storage sheds, power pedestals, solar lighting, and fire protection systems, along with optional betterments such as roof sections, hydrohoists, and solar power systems. The design-build contractor was required to be qualified with licensed architects and engineers registered in Arizona and to demonstrate relevant experience with at least five previous marina projects of similar size and function. The solicitation employed a two-phase selection process under FAR Subpart 36.3, with Phase I requesting technical qualifications and past performance limited to 40 pages, and Phase II requiring technical proposals from up to five shortlisted offerors.
Place of performance is Marble Canyon, AZ 86036, with work at Glen Canyon National Recreation Area near Page, Arizona. The dock will be relocated approximately 1,465 feet northeast of its existing location. Performance runs from July 20, 2026 through March 1, 2028. The contract is firm fixed-price. The contractor must comply with Department of Labor prevailing wage requirements for Coconino County, maintain bonding capacity of at least $10 million, and is subject to liquidated damages of $1,997.14 per calendar day of delay.
