Bid, performance, and payment bonds are required with anticipated bonding capacity of $5 million to $6 million. The Bureau of Land Management National Office is conducting a sources-sought market research effort for Garnet Hill Recreation Area Improvements in White Pine County, Nevada, approximately 6 miles west of Ely, with responses due May 18, 2026, at 2:00 PM MDT. No set-aside is anticipated.
Work is performed at Garnet Hill Recreation Area and subordinate sites including Pole Line Road (3.1-mile access road), Egan Crest, Keystone Junction, and Lackawanna Road trailheads. Base work includes expansion and improvements to Garnet Hill Main Trailhead, construction of upper and lower campgrounds with single and group campsites, vault toilets, picnic areas, kiosks, and associated infrastructure. Additive work encompasses improvements to three additional trailheads and Pole Line Road improvements including widening from 10–14 feet to minimum 20 feet to accommodate two-way traffic, removal of limestone rock outcroppings, Arizona crossings, riprap slope stabilization, and drainage infrastructure. Scope also includes parking areas, retaining walls up to 72 inches, concrete pathways with ADA compliance, signage, and site amenities.
NAICS 237990 (Other Heavy and Civil Engineering Construction) applies; small business size standard is $45.0 million. Bid, performance, and payment bonds of approximately $6 million are required. Work must be completed by December 2027 with seasonal weather restrictions anticipated from November through May annually. Formal solicitation is anticipated for June 2026.
Responses must include company information, SAM UEI number, business classification type, relevant small business socioeconomic certifications (HUBZone, SDVOSB, WOSB, EDWOSB, 8(a), disadvantaged, or Indian-owned), demonstrated experience on comparable heavy civil construction and recreational infrastructure projects, and bonding capacity statement. The Department of the Interior Bureau of Land Management seeks construction improvements to the Garnet Hill Recreation Area near Ely, Nevada, with proposals due September 16, 2026, under a total small business set-aside. The procurement is a sealed-bid, firm-fixed-price construction contract (NAICS 237990, PSC Y1PA).
Place of performance is White Pine County, Nevada, approximately 6 miles west of Ely. Work encompasses development of multiple recreation sites: Egan Crest Trailhead, Lackawanna Road Trailhead, Keystone Junction Trailhead, Garnet Hill Main Trailhead, Upper and Lower Campgrounds, and Pole Line Road improvements. Base bid items are the three initial trailheads; optional line items include the remaining sites. Scope includes parking lot expansions, ADA-accessible concrete walkways, picnic areas with grills and tables, kiosks and interpretive signage, campground facilities with vault toilets and trash enclosures, retaining walls, approximately 3.1 miles of Pole Line Road widening from 10-14 feet to 20 feet minimum, gravel base construction, drainage improvements, and a five-foot-wide natural surface minibike trail with rollers and berms. Cut and fill volumes range from approximately 90 to 4,970 cubic yards by area. Construction hours are 5:00 a.m. to 6:00 p.m. weekdays only; no weekend or federal holiday work without prior written approval.
Performance period runs October 2026 through December 31, 2027. Contractor must commence work within 10 days of Notice to Proceed and complete all work by contract end date. Performance and payment bonds at 100 percent of contract price are due within 10 days of award. The contractor must perform at least 15 percent of contract costs with its own employees per Limitations on Subcontracting (FAR 52.219-14). Minimum on-site staffing requires two personnel with superintendent and Quality Control Manager as separate individuals. The contractor furnishes aggregate materials, obtains all permits and licenses, hires a qualified geotechnical firm for testing and inspections, arranges water hauling from the City of Ruth for dust control and soil conditioning, manages all traffic control and closure signage, provides web-based project management software (ProjectSight by Trimble is acceptable), and arranges third-party inspections at contractor expense. Blasting is permitted subject to compliance with federal, state, and local regulations. Public access must remain open during Pole Line Road construction. Davis-Bacon Act prevailing wage rates apply (General Decision NV20260089 for building and NV20260067 for heavy construction, effective July 30, 2026). Buy American construction materials requirements apply. Award will be made to the responsible bidder submitting the lowest responsive bid. Most recent amendment (effective September 9, 2026) extended bid due date from August 26 and provided updated drawings addendum and specifications addendum addressing retaining wall and trash enclosure masonry design, final RFI responses, and bid opening scheduled September 17, 2026, at 10:00 a.m. MDT via teleconference (833-436-1163, Conference ID 757 040 131#).
