Commercial Data Hub Pilot Program
The Department of Commerce Office of the Secretary is conducting an open and continuous procurement to obtain commercially available data through a Commercial Data Hub Pilot Program under simplified acquisition procedures. The solicitation seeks data across eight subject areas: Business Governance, Consumer, Financial, Health, Real Estate, Supply Chain, Telecommunications, and Transportation. Proposals must be submitted in three volumes with a 10-page technical limit, 5-page past performance limit, and a business and pricing section, with evaluation prioritizing technical factors (most important), past performance, and business and price on approximately equal weight between non-price and price factors. Technical evaluation will assess the offeror's capacity to provide standardized data delivery, relevance to the Department's mission, data utility, and enterprise accessibility. The solicitation remains open through December 31, 2026, with data delivery available via bulk access, APIs, or cloud alternatives, and the government anticipates making multiple awards with potential contract negotiations to further assess technical value of proposed datasets.
The solicitation contains a small business reserve with up to 10 percent of cumulative award value anticipated to be awarded to small business concerns, though no specific set-aside designation is employed. No incumbent contractors or potential awardees are identified in the solicitation materials. While specific award values are not stated, contract values may potentially exceed the simplified acquisition threshold of $250,000, and awards may be issued as open market purchase orders, contracts, or blanket purchase agreements. The solicitation does not specify a quantity of data sets to be procured, allowing offerors to submit multiple proposals covering different data types or providers. Performance of work will take place in Washington, DC 20230, with the government retaining rights consistent with the solicitation to use data received under resulting contracts through the pilot program period ending December 31, 2026.

Solicitation 2/2 2/1/24, 2:46 PM Commercial Data Hub Pilot Program
The Department of Commerce is seeking commercial data sets relevant to fulfilling its mission through a Commercial Data Hub Pilot Program. The Department will leverage data to create economic growth and opportunity. It generated this RFI to assist with developing the Pilot Program, and will evaluate industry questions, comments and capability statements. The Department will issue an open solicitation under FAR 13.5 for vendors to propose delivering commercial data within subject areas outlined in the draft SOW. Interested offerors must submit any questions by June 30, 2023.
There is no set-aside designated for this opportunity. The Department provided instructions, responses to vendor questions, and a draft statement of work to outline requirements. The Pilot Program aims to combine Department data with other sources to address evolving societal needs. This could lead to future indefinite-delivery contracts with a variety of qualified vendors to provide commercial data on an as-needed basis.
