"Blanket Purchase Agreements" (BPA) - is a simplified acquisition method of filling anticipated repetitive needs for supplies or services by establishing charge accounts with qualified sources of supply. A BPA is an agreement between the Government and a contractor which allows the Government to order something quickly. A contracting officer or his/her representative determines the necessary requirements, and will place the call to the contractor to request delivery of those items/services in the agreement. BLANKET PURCHASE AGREEMENT - Provide Registered Nurse aero-medical escort services on commercial flights (medical repatriation services). Flights are likely to originate from the State of Hawaii (all islands), American Samoa, or Guam but may originate anywhere. The destination will be to the State of Hawaii (any island) or CONUS. This synopsis is in accordance with the format in FAR Subpart 13.303, as supplemented with additional information included in this notice. This is a 100% Small Business Set-Aside Competition with North American Classification Systems (NAICS) of 481111. The associated NAICS of 481111 has a Small Business Size Standard of 1,500 employees. THIS IS NOT A REQUEST FOR QUOTE (RFQ). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. The solicitation number will be posted as VA261-16-Q-1287 using Simplified Acquisition Procedures (FAR Part 13.303 BPA) for providing aero-medical nurse escort services to the Department of Veterans Affairs (VA) Pacific Island Healthcare System (VAPIHCS). This RFQ was previously issued under VA261-16-Q-0374. This RFQ is being re-opened on September 20, 2016 under VA261-16-Q-1287. The VA, Network Contracting Office 21 intends to establish a single-award Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The resultant BPA will be five (5) years in duration.
