THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE CREATION OF AN ECONOMIC FEASIBILITY EVALUATION TEMPLATE THAT PROVIDES FOR PROJECT- AND SITE-SPECIFIC INPUTS, SUCH AS UTILITY RATES; CALCULATION OF MULTIPLE ECONOMIC MEASURES, SUCH AS NET PRESENT VALUE, SIMPLE PAYBACK, AND RETURN ON INVESTMENT; AS WELL AS INPUTS TO BE ESTABLISHED BY GMP, SUCH AS THE MONETARY IMPACT OF USING SMALL BUSINESSES, THE COST OF CARBON, AND POTENTIALLY OTHER ELEMENTS THE TEMPLATE SHALL BE CLEAR AND EASY TO MANIPULATE AS INPUTS CHANGE.
