About this award
This federal contract award is for the Airspace Operations and Safety Program (AOSP), which conducts foundational research on air traffic management and operational safety to enable modernization of the National Airspace System. The prime contractor is the Logistics Management Institute (LMI), doing business as Noblereach Foundation, a nonprofit organization based in Tysons, Virginia. Two subcontractors are also involved: GRA Inc., a for-profit aviation economics consulting firm, and Old Dominion University Research Foundation, a nonprofit affiliated with Old Dominion University.
The contract, valued at $1,745,696.17, is a firm-fixed-price task order issued under the General Services Administration's Professional Services Schedule. It does not have a set-aside designation. The work involves technical, economic, and systems analysis to support AOSP's strategic thrusts in areas like safe and efficient air operations, real-time safety assurance, and autonomous aviation. This contract is part of NASA's broader efforts to modernize the National Airspace System through the Next Generation Air Transportation System (NextGen) initiative.
Description
Airspace operations and safety program (aosp) performs foundational air traffic management (ATM) and operational safety research to enable the development of revolutionary improvements to, and modernization of, the national air space (NAS), as well as the introduction of new systems for vehicles whose operation can take advantage of the improved, modern ATM system, the next generation air transportation system (nextgen). Aosps goal is to develop gate-to-gate concepts and technologies to increase capacity, efficiency, scalability, and cost effectiveness while providing tools for system safety assurance in real time and performance equivalent to or better than todays operations. The scope of aosps goal has been captured in three strategic thrusts as outlined in the armd strategic implementation plan (SIP): thrust 1: safe, efficient growth in global operations; thrust 5: real-time system-wide safety assurance; thrust 6: assured autonomy for aviation transformation. These thrusts are addressed by three projects within aosp conducting advanced research and development activities and deliverables: airspace technology demonstrations (ATD); shadow mode assessment using realistic technologies for the national airspace system (smart-NAS) test-bed for safe trajectory-based operations; and safe autonomous systems operations (saso). The projects are much like the airspace system itself, highly integrated and, as such, project deliverables support progress in more than one strategic thrust area. The contractor will support initial deliverables for aosp concerning portfolio and systems analysis.
