About this award

This federal contract award to Logistics Management Institute (LMI) is for portfolio and systems analysis support to the Airspace Operations and Safety Program (AOSP) at the National Aeronautics and Space Administration (NASA). The $100,032.40 firm fixed-price contract, awarded through the General Services Administration (GSA) Professional Services Schedule, will provide analysis, modeling, and risk assessment to aid AOSP's research on air traffic management modernization and the Next Generation Air Transportation System (NextGen). LMI, operating as the Noblereach Foundation, will integrate their work with NASA centers and other AOSP contractors to support AOSP's goal of developing gate-to-gate concepts and technologies to increase capacity, efficiency, and safety in the National Airspace System. This is not a set-aside contract.

Description

Title: portfolio & systems analysis support for the airspace operations & safety program (aosp) aosp performs foundational air traffic management (ATM) and operational safety research to enable the development of revolutionary improvements to, and modernization of, the national air space (NAS), as well as the introduction of new systems for vehicles whose operation can take advantage of the improved, modern ATM system, the next generation air transportation system (nextgen). Aosps goal is to develop gate-to-gate concepts and technologies to increase capacity, efficiency, scalability, and cost effectiveness while providing tools for system safety assurance in real time and performance equivalent to or better than todays operations. The contractor will support deliverables for aosp concerning portfolio and systems analysis: 1. As specified by the project technical challenges; 2. As discovered through tradespace explorations; 3. In support of strategic aosp risk mitigation strategies; these activities will be lead by NASA incorporating multiteam efforts including other aosp contractors and a range of civil servants from the four NASA flight research centers. IT is expected that the contractor will provide integration support to NASA as well as quality control assessments and recommendations throughout the duration of the task. Portfolio & systems analysis provide, initial, medium to low fidelity benefits models and simulations of aosp key r & d deliverables/technology challenges. IT is expected that starting points for key aspects of the portfolio analysis will be with previously developed: metrics, models and world scenarios done by the contractor in related work for the joint planning & development office (jpdo) as well as for the NASA armd strategy, architecture and analysis (SAA) office. Feasibility & risk analysis provide subject matter expertise to support NASA center lead risk modeling of key aosp r & d deliverables/technology challenges. Expertise required in nextgen ATM procedures, aircraft performance capabilities, and airline & airport operations. Tradespace exploration provide subject matter expertise and low fidelity, fast, broad simulations to explore and evaluate options and new opportunities. Armd portfolio analysis integration work with the armd level portfolio analysis activities as well as with the other armd programs to develop center resource calculators. These calculators, modeled on the GIT design will focus on mapping workforce, disciplines, and other related resources against the program TC efforts. Commercial aviation safety team (cast) safety analysis support help analyze future NAS r & d plans and assess their potential future safety impacts. Evaluate likelihood of implementation and possible mitigation strategies as appropriate.
