About this award
This federal contract award, valued at $199,983.67, was issued by NASA's Headquarters to the Logistics Management Institute (LMI), a non-profit organization doing business as Noblereach Foundation. The contract, which was not set aside for any specific business category, involves conducting a study to determine the feasibility of using a "SMARTNAS" type testbed to quickly evaluate a range of air traffic management (ATM) architecture options. The study will examine the modularity of ATM and surface operations systems, as well as the rules, constraints, and interfaces needed to enable efficient and seamless modeling. Key deliverables include a concept of operations, demonstration, and feasibility assessment. LMI is the prime contractor, with Georgia Tech Research Corporation serving as a subcontractor to jointly execute the study.
Description
Policy analysis, safety analysis, technology transfer, future travel modes modeling: description: conduct a study to determine if a smartnas type test bed could be used to quickly evaluate a range of ATM architecture options, by substituting various subcomponents of the air traffic and surface operations systems. The study would determine and recommend the degree of modularity of the ATM and surface operating systems as well as what rules, constraints, and interfaces would need to be developed and standardized between these semi-independent components to enable the modeling to be efficient and seamless. This would include at a minimum modularization of NAS functions and environments from cruise, to enroute, to metroplex, to terminal, to runway, to taxiways, to ramps, to gates, and the various data, information, planning, and scheduling services interconnecting and supporting all aspects of the NAS operations. Also a systematic way would need to be developed to handle various weather scenarios, fleet mixes, and aircraft avionics packages in order to fully evaluate the architecture performance and easily include a large variety of vehicle classes and future scenarios. Deliverables: 1. An ardte CON-OPS 2. Low fidelity ardte subcomponent demonstration 3. Ardte feasibility experiment specification review including approach, scope, and experiment subset extrapolation for the full system breadth 4. Ardte feasibility experiment design review 5. Ardte feasibility assessment briefing 6. Ardte study final report with results, recommendations, and lessons learned for developing an initial ardte prototype smartnas capability. 1. Once a week attend weekly status reporting via telecom/webex. 2. Once a month provide demo's, reviews, briefings to aosp management at NASA headquarters per the schedule requirements. 3. Attend atio conference in the summer/fall time frame to brief approach and interim/work in progress results/status.
