About this award

This is a federal contract awarded by the National Aeronautics and Space Administration (NASA) to the Logistics Management Institute (LMI) to provide policy analysis, safety analysis, technology transfer, and modeling support for the Airspace Operations and Safety Program (AOSP). The contract has a total ceiling value of $1,338,203.69 and was awarded on April 14, 2015, with a period of performance ending on December 13, 2015.

The contract is not set-aside and is a Blanket Purchase Agreement (BPA) call under the General Services Administration (GSA) Professional Services Schedule (PSS). LMI will serve as the prime contractor, with Old Dominion University Research Foundation (ODURF) and GRA Inc. as major subcontractors. The work supports NASA's strategic thrusts in the areas of safe and efficient global operations, real-time system-wide safety assurance, and assured autonomy for aviation transformation. The contract deliverables include benefits modeling, feasibility and risk analysis, trade-space exploration, and integration of AOSP portfolio analysis activities across NASA centers.

Description

Policy analysis, safety analysis, technology transfer and modes modeling travel: portfolio & systems analysis support for the airspace operations & safety program (aosp). Aosp performs foundational air traffic management (ATM) and operational safety research to enable the development of revolutionary improvements to, and modernization of, the NAS, as well as the introduction of new systems for vehicles whose operation can take advantage of the improved, modern ATM system, the next generation air transportation system (nextgen). Aosp s goal is to develop gate-to-gate concepts and technologies to increase capacity, efficiency, scalability, and cost effectiveness while providing tools for system safety assurance in real time and performance equivalent to or better than today s operations. The scope of aosp s goal has been captured in three strategic thrusts as outlined in the armd strategic implementation plan (SIP): thrust 1: safe, efficient growth in global operations; thrust 5: real-time system-wide safety assurance; thrust 6: assured autonomy for aviation transformation. The contractor will support deliverables for aosp concerning portfolio and systems analysis: deliverable 1: portfolio & systems analysis provide, initial, medium to low fidelity benefits models and simulations of aosp key r & d deliverables/technology challenges. Deliverable 2: feasibility & risk analysis provide subject matter expertise to support NASA center lead risk modeling of key aosp r & d deliverables/technology challenges. Expertise required in nextgen ATM procedures, aircraft performance capabilities, and airline & airport operations. Deliverable 3: trade-space exploration provide subject matter expertise and low fidelity, fast, broad simulations to explore and evaluate options and new opportunities, and deliverable 4: armd portfolio analysis integration work with the armd level portfolio analysis activities as well as with the other armd programs to develop center resource calculators. NASA incorporating multi-team efforts including other aosp contractors and a range of civil servants from the four NASA fight research centers will lead these activities. IT is expected that the contractor will provide integration support to NASA as well as quality control assessments and recommendations throughout the duration of the task. As required, weekly status telecoms, scheduling of meetings and travel.
