Description
Support for the goddard space flight center (gsfc) equal opportunity programs office (eopo). Equal employment opportunity (EEO) counseling services for informal individual and class complaints of discrimination and harassment in accordance with eeoc regulations set forth at 29 CFP part 1614 and eeoc management directive (MD) 110 (chapter 2). The services will be for cases filed by aggrieved persons who believe they have been subjected to discrimination and/or harassment on the basis of race, color, religion, SEX, national origin, age, disability, sexual orientation or in retaliation for engaging in activities protected by the relevant EEO regulations and statutes. The contractor shall conduct informal EEO counseling for aggrieved employees, applicants for federal employment, or contractors that qualify as federal employees (contingent workers). The contract counselor will support the integration of equal opportunity and diversity into the center s operations; encourage the use of the alternative dispute resolution program as a viable means for complaint resolution, and assist in the timely and efficient processing of informal EEO complaints. The contractor shall ensure that the aggrieved person understands their rights and responsibilities in the EEO complaint process. In addition to fact-finding, attempting informal resolution, and providing a counseling report, the contractor is responsible for explaining the class complaint process, issuing the rights and responsibilities during the pre-complaint counseling process, issuing the final interview and notice of right to file a formal complaint, and for obtaining a written agreement to extend counseling sessions as necessary. The eopoc will provide assistance and guidance to the contract counselor as he or she carries out established roles and responsibilities. The contractor shall perform the work primarily at the contractor s site.
