Description
Rail safety project planning program to support this legislation, the administration has proposed $30 million in the FY 2011 federal budget to implement the program. Prior to funds being allocated for this initiative, FTA will develop a comprehensive and strategically aligned program management plan that outlines concepts and the methodology for implementing this enhanced regulatory authority. As a new program, the rail transit safety initiative should be developed to comport with the federal managers financial integrity act (fmfia) which states the following: 1. Obligations and costs are in compliance with applicable law 2. Funds, property, and other assets are safeguarded against waste, loss, unauthorized use, or misappropriation; and 3. Revenues and expenditures applicable to agency operations are properly recorded and accounted for to permit the preparation of accounts and reliable financial and statistical reports and to maintain accountability over the assets. Using these principles as guidance, the office of safety and security will develop a program implementation plan that meets the objective of enhancing rail safety with operational effectiveness and efficiency.
